Property tax rates in Harris County could rise due to new law

HOUSTON — Harris County commissioners are heatedly debating a proposed increase in property tax rates. If approved, rates could rise 8%, a significant jump from the usual 3.5% cap.

The proposed increase stems from a new exemption clause in the Property Tax Relief Act. This provision gives county commissioners the authority to increase property taxes without a referendum when a disaster has been declared. Harris County, which has experienced several recent disasters, is now considering using this clause.

Due to the new legislation, property owners in Harris County may face higher taxes.

Daniel Ramos, Harris County budget director, says the county is taking advantage of the 8% cap on the increase to meet growing demand for public services.

“We can increase up to 8% instead of our normal 3.5%. We are responding to the community’s requests for more services, emergency preparedness and law enforcement support,” Ramos said.

However, this possible tax increase has sparked controversy.

Commissioner Tom Ramsey has been vocal in his opposition, arguing that the funds should be allocated specifically for disaster relief rather than general budget needs.

“I do not trust that the Budget Office will appropriately allocate this money for disaster relief. If this measure passes, it could lead to increased scrutiny from lawmakers who may question why the funds are not being used as intended,” Ramsey said.

He warns that if the additional tax revenue is used to fill budget gaps rather than meet disaster-related needs, it could prompt state lawmakers to step in and close the funding gap in future legislative sessions.

“If Harris County misuses this money, we could face consequences in the next legislative session. Lawmakers could decide to restrict future funding if they find the county is misusing disaster funds,” Ramsey said.

As the debate continues, both landowners and local politicians are closely watching the outcome of this important decision.
