Layton man arrested for attempting to drag toddler into his apartment and expose himself

LAYTON – A Layton man was arrested Wednesday on suspicion of attempted child abduction and lewdness at an apartment complex.

Probable cause documents state that police received a report late Wednesday evening that 53-year-old Scott Kenneth Orme exposed himself to a woman and her daughter and attempted to lure three children into his apartment.

Officers responding to the call were also told that the brother of a three-year-old child testified that Orme attempted to pull the toddler into his apartment at 2955 N. Hillfield Road in Layton. Adults said they heard Orme say, “Hey, come here!” from his apartment while exposed to the noise.

Two adults told police they confronted Orme about his actions and he admitted to the crimes. One of the parents filmed Orme during the altercation and gave the video to police, according to an affidavit. Orme was struck in the mouth during the altercation.

Investigators interviewed the adult witnesses and then spoke with Orme in a police interview room, documents show. After being informed of his rights, police say he denied exposing himself and said he was just watching the children walk past his apartment door. Police documented inconsistencies during his interview, including what he was wearing, but denied trying to attract children into his apartment.

Police said that during questioning, Orme told a detective he wanted to tell the truth and asked if he would get in trouble if he did. When told he would get in trouble, Orme stated he had no further information.

“Due to corroborating witness statements from multiple adults who witnessed the incident, a video of the suspect admitting what happened, a juvenile witnessing the three-year-old being grabbed by Scott, and Scott repeatedly contradicting his statements, there is reasonable suspicion to arrest Scott on the above charges,” court documents state.

He was arrested on suspicion of child abduction and fornication.

Orme was booked into the Davis County Jail Thursday morning.
