Investigators complete investigation into man dropped off by Burbank police near Los Angeles city council office

BURBANK – Two Burbank police officers did not violate service policy or engage in official misconduct when they dropped off a man who had told them he was homeless near the North Hollywood office of Los Angeles City Council President Paul Krekorian, the BPD said Wednesday.

Krekorian held a press conference the day after the June 6 incident and accused officers of “kicking” the man out of their city. He released a video showing the man getting out of the back seat of a patrol car in Burbank and apparently being released from handcuffs before holding his hands to his head, apparently in emotional distress.

The man, whose name was not released, then fell to his knees and placed his forehead on the pavement as officers drove away.

According to a June statement from the department, officers initially responded to a 911 call at 8:45 a.m. on June 6 regarding a naked person sitting at a bus stop near Buena Vista Street and Alameda Avenue, directly in front of Providence St. Joseph Medical Center.

Officers found the man lucid and talking and offered him clothing. The man refused to accept the clothing and instead put on the clothes he had. The man told officers he was homeless and was brought to the hospital from the Sunland/Tujunga area.

The man told officers he sustained a leg injury many years ago and voluntarily left the hospital. Police said the man refused any medical attention.

Officers offered to drive the man to a location of his choosing, the agency said. The man asked to be taken to Metro Stop B (Red Line) in North Hollywood.

En route, the man asked Burbank officers to let him out of the patrol car to get coffee. Officers complied, stopped, and dropped the man off in the 5200 block of Lankershim Boulevard, near Magnolia Boulevard, one block from the station and near Krekorian’s office at 5250 Lankershim Blvd.

The department’s investigation revealed that the man was not homeless and had been renting a room in a house in Sylmar for several years.

The investigation included a review of body-worn camera and in-car camera footage, surveillance video, interviews with witnesses, a review of Los Angeles Fire Department service calls and dispatch logs, and an interview with the man’s landlord.

In addition to the Burbank Police Department’s investigation, the FBI’s Civil Rights Division reviewed the incident and internal investigation. According to Burbank Police, the FBI declined to take further action.
