How to register to vote in states where elections are in progress

Although Election Day is only 49 days away, voting has already begun in some key states as the presidential campaign nears its home stretch.

Although the election is still underway, it’s not too late to register to vote in several states that have already sent out ballots. Here’s how to register to vote in these eight states and Washington, DC, where voting has already started or is set to begin soon.

Minnesota

In the North Star State, voters can register either online using a paper form or at a polling place.

To register online or on paper, eligible voters will need either a Minnesota driver’s license, a Minnesota identification card number, or the last four digits of their Social Security number and an email address.

When registering to vote at a polling place on Election Day or when voting early in person, a voter must bring either a state-issued identification card with name and address (including a driver’s license or tribal ID), a combination of an “approved photo ID” and a document with name and address, a registered voter or residential facility employee who can “attest” to the accuracy of your address, a combination of a voter ID and a college dorm list, valid registration in the same voting precinct, or a late registration notice received in the mail.

Under a law passed in 2023, all eligible adults who receive a state-issued ID will automatically be registered to vote.

The deadline for online voter registration before the November 5 election is October 15 at 11:59 p.m. The deadline for paper registration is October 15 at 5:00 p.m. Voters can also register at any polling station until Election Day.

South Dakota

In the Mount Rushmore State, voters can register to vote either in person or by mail.

On the form, voters must provide basic information, including their name, address and date of birth, as well as either the ID number of their South Dakota driver’s license or state-issued identification card or the last four digits of their Social Security number.

The registration form must be submitted to the county auditor. Voter registration forms can be completed in person at the county auditor’s office, a driver’s license office, a municipal tax office, a welfare agency that issues food stamps, a Department of Human Services office, or a military recruiting office.

The deadline for voter registration in the state is October 21. The state says registration forms must be received in the mail by that date.

Virginia

In the Old Dominion, voters can register to vote either online, by mail or in person.

The online portal requires eligible residents to have a valid Virginia driver’s license or state identification card and their social security number. After registering, voters must present a valid ID when they go to the polling place.

The deadline for registration forms to be completed before the November 5 election is October 15. Voter registrations sent by mail must be postmarked no later than October 15. Voters can also register on Election Day and cast their vote using a provisional ballot.

Vermont

In the Green Mountain State, residents can register to vote online, by mail or at the election office.

To register online, residents must provide a copy of a valid photo ID, a recent utility bill or bank statement, or a government document showing the applicant’s residential address. When applying by mail, the resident must include a copy of one of these forms and either the last four digits of his or her Social Security number or the applicant’s Vermont driver’s license number or identification card number.

Those registering for the first time must also take the state voter oath.

Voter registration applications are available on all three forms through Election Day, but the mailed form must be received by November 5.

Pennsylvania

In the Keystone State, residents can register to vote online, by mail, at a county election office, or at several other state agencies.

On the voter registration form, applicants may provide their Pennsylvania driver’s license number, their state-issued identification card number, or the last four digits of their Social Security number. The first time the voter votes after completing the application, they must present an accepted form of identification.

Residents have until October 21 to register for the November 5 election. Mailed voter registration applications must be received by that date.

Maryland

In the Old Line State, voters can register to vote online, by mail or in person.

On the application, residents must provide either their driver’s license, learner’s permit, or Maryland state-issued ID number, as well as the last four digits of their Social Security number. If the applicant does not have a state-issued ID, they must still provide the last four digits of their Social Security number.

To participate in the Nov. 5 election, residents must submit their voter registration forms online or by mail by Oct. 15. In-person applications can be completed up until Election Day.

Washington, DC

In the District of Columbia, residents can register to vote either online, by mail, or in person.

As part of the application, residents must provide proof of residency that shows the applicant’s name and address. Forms accepted by the District of Columbia government include a copy of a government-issued ID, a utility bill no older than 90 days of the election, or a current rental or lease agreement.

To be eligible to vote in the November 5 election, online applications must be submitted by October 15 and mail-in applications must be received by that date. In-person voter registration for the November 5 election will be open until Election Day.

Other states

Deadlines and forms for other states and U.S. territories can be found on Vote.gov.

Early voting and mail-in voting deadlines also vary from state to state, but Election Day for the presidential, Senate and House elections is November 5 across the country.
