Former owner of a temporary employment agency in Quincy convicted of tax evasion

BOSTON – The former owner of a temporary employment agency in Quincy was sentenced to prison and ordered to pay more than $800,000 in restitution on Wednesday in U.S. District Court in Boston for tax and mail fraud.

Judge Richard G. Stearns sentenced Lilian Giang, 56, of Randolph, to 18 months in prison, followed by two years of probation. She was also ordered to pay $845,382 in restitution for unpaid taxes on more than $3.2 million in unreported payroll.

Giang was found guilty last April of four counts of failure to collect and pay those taxes and one count of mail fraud after a three-day jury trial. She was indicted in March 2023.

The case against Lilian Giang

Between 2015 and 2019, Giang owned and operated Able Temp Agency, which served client companies in Massachusetts. Clients paid Able Temp Agency for the temporary workers’ work on an hourly basis.

According to the U.S. Attorney’s Office, Giang deposited these amounts into bank accounts she managed in the name of the Able Temp Agency and then paid employees under the table, either by check or in cash.

Prosecutors said Giang faced up to 20 years in prison on the mail fraud charge and five years on the tax evasion charge.
