Vote No: Questions about the constitutional amendment in August 2024

Regardless of our race, background, or zip code, we Wisconsinites pride ourselves on taking care of one another. Whether it’s helping clear snow from a neighbor’s driveway during a snowstorm, providing child care in a time of need, or supporting local businesses, we stand up for one another. We expect our government to do the same with our tax dollars and provide swift assistance to Wisconsinites in need.

Unfortunately, the constitutional amendment questions that will be voted on in August threaten to delay the disbursement of federal funds that we depend on in times of crisis.

Our federal tax dollars are vital—they support everything from farmers and small businesses to food banks and education. Unnecessary red tape will only slow the process and prevent critical resources from reaching those in need. We must ensure our governor can distribute these funds efficiently and effectively.

When legislators reflexively pass laws that are not representative based on gerrymandered, unrepresentative districts, it hinders our governor’s ability to act. Join us in voting NO on both constitutional amendments this August to ensure a fair, efficient, and timely distribution of federal resources for all Wisconsin residents.

When Wisconsin receives federal funding, it is our tax dollars that we paid to the IRS that are now coming back to us. Don’t let lawmakers put obstacles in the way of our communities and play partisan political games with our money. We cannot afford delays when crises and disasters strike.

To protect our communities and ensure our Governor can continue to give us the timely support we depend on, vote NO this August. #VoteNoWisconsin on both constitutional amendments.

VOTE NO – TOOLKIT FOR AUGUST

Wisconsin voters will be asked two constitutional amendment questions on their August ballot. These potential changes will affect both the transfer of budget authority and the process of allocating federal funds. These are big, sweeping changes that will impact a wide range of issues that voters care about, from education to the environment to how quickly the government can respond to emergencies (such as a health crisis or natural disaster).

The League of Women Voters of Wisconsin knows that these changes, if passed, will be detrimental to the people of our state. We urge voters to VOTE NO on both issues.

Voters must be prepared to answer these questions, which will be decided in the election on August 13, 2024.

The questions on voters’ ballots ⬇️

Question 1:Delegation of appropriation power. Should Section 35(1) of Article IV of the Constitution be created, which provides that the Legislature cannot delegate its sole authority to determine the use of funds?”

Question 2:Distribution of federal funds. Should section 35(2) of article IV of the Constitution be created to prohibit the Governor from allocating federal funds accepted by him on behalf of the State without the consent of the Legislature by joint resolution or as provided by a provision of law?”

What does a yes or no vote mean?

A yes vote supports an amendment to the state constitution that requires legislative approval through a joint resolution before the governor can spend federal funds allocated to the state.

A no vote will reject this amendment, giving the governor the ability to accept and distribute federal funds without obtaining legislative approval.

Attitude: The League of Women Voters of Wisconsin opposes these constitutional amendments and urges voters to VOTE NO on both issues.
