Carroll ISD makes changes to student cell phone policy

During a special board meeting on August 5, Carroll ISD board members voted unanimously to amend the student code of conduct regarding the district’s cell phone policy.

The details

In his summary of the proposed changes to the school district’s student code of conduct, Assistant Superintendent for Administration Brian Nickel said staff would remove the clause that allows seventh- and eighth-grade students to use their cell phones during school hours for “certain academic tasks.” Nickel added that the devices issued by the school district would be sufficient for those purposes, so the cell phone use clause could be removed from the student code of conduct.

Board President Cameron Bryan noted that cell phone policy changes have been in the news lately, as several neighboring districts have also changed their policies for the 2024-25 school year. Bryan reminded those attending the meeting that the current school board adopted the district’s cell phone policy this time last year.

Bryan then explained the details of the policy as follows:

  • Kindergarten to sixth grade: No electronic devices are allowed on school premises during school hours or before and after school.
  • Seventh and eighth grades: Electronic devices are allowed on school property only before and after school, not during school hours, including recess and lunch.
  • Grades 9 to 12: Electronic devices may not be used in class, but may be used on campus during recess, lunch, and before and after school.

“We have adopted a restrictive cell phone policy in this district,” Bryan said. “This board stands 1,000 percent behind any teacher who enforces this cell phone policy.”
