Attempted fraud: Taco truck owner arrested for fake robbery and arson

FRESNO, Calif. (KFSN) — Caught on camera and caught lying.

The Tulare County Sheriff’s Office says the owner of a food truck staged a robbery and committed insurance fraud.

The crime occurred on August 2, but the alleged mastermind of the plan was not arrested until August 12.

The surveillance video of the incident is currently causing a lot of talk on the Internet and in Visalia.

“Honestly, it’s kind of crazy, but people are capable of anything these days,” said Patricia Samaniego of Visalia Local.

“I thought this was crazy,” said Joey Anderson of Visalia Local. “You hear about this kind of thing happening in big cities and on TV or something, but for someone to commit this scam here in Visalia? It doesn’t happen often.”

The Tulare County Sheriff’s Office said it was called to Caldwell and 99 in Visalia on August 2 to investigate a robbery at a taco truck.

The owner, Pablo Serrano, told officers that two men stole over $800 in cash and an $80,000 pickup truck that he uses to pull his food truck.

They even handed over surveillance videos showing the crime to officers.

While I was watching the video, another call came in.

“And almost simultaneously, we received a call about a vehicle on fire in the Lindcove-Woodlake area,” said Lt. Randy Gunderman of the Tulare County Sheriff’s Office.

Lt. Gunderman said when they responded, they saw Juan Mendez walking down the road not far from the truck. They were quickly able to link the truck back to Serrano and Mendez, according to surveillance video.

Mendez was arrested and Lt. Gunderman said he uncovered the plot.

“At that point, investigators believed a meeting had taken place a few weeks earlier, on July 19,” Gunderman said. “They were able to confirm through video surveillance that the meeting had indeed taken place.”

The following day, investigators said Serrano filed an insurance claim for his burned-out vehicle.

Just days before his arrest, Serrano posted this video on Instagram, saying he spoke to a detective about the case and spent the day after the incident in the hospital.

The sheriff’s office dubbed the plot “Nacho Typical Crime” online, capitalizing on the puns but not taking false reports lightly.

“They have shamelessly exploited the system,” Gunderman said. “From the insurance companies to the police officers to the fire investigators … It’s disheartening that people would try to cheat the system like this.”

Serrano was arrested on charges of conspiracy to commit a crime, arson and insurance fraud. His bail is set at $150,000. Mendez was also arrested on charges of conspiracy and arson. His bail is set at $50,000.

MPs are looking for a third person to question but have not yet released a name.
