A guide to Brazil’s new regulations for sports betting operators and foreign market participants

This article explains the requirements for obtaining a license to operate as a betting operator and is useful for betting companies in Brazil, foreign betting companies wishing to operate in Brazil, and consumers.

In August 2023, this author co-authored an article published by LawInSport entitled “A comprehensive overview of the new legislation regulating sports betting in Brazil”.

Among other conclusions and important points for the industry, it states that the Ministry of Finance is still awaiting the order that will allow the filing of an application for a license to operate in Brazil. Such a license should:

  1. Enabling foreign operators to apply for licenses by establishing subsidiaries in Brazil;
  2. attract international companies to the market;
  3. bring new investment and competition and
  4. resulting in a more diverse and dynamic betting landscape.

About a year later, it must be said that the time has finally come: the above-mentioned authorisation regulations are now in force.(1) – and time is a crucial factor here, because the 20th The deadline for submitting applications by companies operating from 1 January 2020 is:st January 2025.
