Some Portsmouth residents say they never thought they would have to deal with flooding

Remnants of Hurricane Helene flooded part of Scioto County, Ohio, on Friday, and now cleanup efforts have begun.

One of the worst affected areas was the High Street in Portsmouth. Many residents on this street tell us that they never thought they would be harmed by flooding.

Neighbors said water entered the area from all sides for 30 minutes, then four hours later the water receded.

“At first there was just water on the street,” said Dylanne Adams, a High Street resident.

She said she had just gotten home from work when her neighborhood looked more like a lake a short time later. The floodwaters were just inches from her porch.

“It got so high that my house collapsed here and my basement flooded,” Adams said.

She said there was now two inches of mud in her basement and household appliances and personal items had been destroyed.

“I just find reasons to be grateful that I got my kids out on time and that I didn’t lose more than I did,” she said.

Across the street, James Roberts said he has lived in this Portsmouth neighborhood for 35 years and never thought he would need flood insurance.

“A few times it has reached a point, but never as far as last Friday,” he said.

Officials said the county must have total damages of more than $322,000 to be eligible for state assistance.

“We’re still working with the city, the village of New Boston and the county commissioners to establish a landfill where the city and the village can take all of that debris, and it needs to be separated,” Scioto County Executive Larry Mullins said the Emergency Management Agency.

The authority has begun carrying out damage assessments throughout the district. They hope to have these reviews completed by the end of the week.
