NYPD Commissioner’s Twin Brother Reportedly Under Investigation as Alleged NYC Club ‘Fixer’

The twin brother of New York Police Commissioner Edward Caban, a former police officer, is under investigation for allegedly working as a “fixer” for restaurants and nightclubs in the city, according to a report.

Sources told the New York Post that federal investigators are looking into 56-year-old James Caban’s alleged consulting work for chic Manhattan hotspots and allegations that he worked to ease tensions between the establishment and the police.

“It wasn’t the old-school mafia, ‘If you don’t pay, we’ll smash your windows,'” a source told the outlet. “But (it was), ‘My brother is a big shot, and he can make your fines and underage drinking go away.'”

According to the report, Caban has worked with Marquee and PhD, part of the TAO Hospitality Group, and Creatures at Selina Rooftop in Chelsea, among others. The company has received more than 150 noise complaints in the past two years, public records show.

Caban was reportedly called when police reported noise pollution or underage drinking to businesses. He then visited local district managers – many of whom are also under federal investigation, according to the report.

On Wednesday, the FBI searched the homes of both Cabans, First Deputy Mayor Sheena Wright, Deputy Mayor for Public Safety Philip Banks III and former NYPD officer Timothy Pearson, who now advises Mayor Eric Adams on public safety issues, and seized their electronic devices, the report said, noting that the officers were subpoenaed as part of an influence-peddling corruption investigation.

Last year, federal agents seized Adams’ devices as he left a Manhattan event and searched the home of one of his top fundraisers. Adams has denied any wrongdoing but confirmed last month that he had received a subpoena from federal prosecutors and said he and his team were cooperating.

As part of the investigation into James Caban, investigators are reviewing police reports on Manhattan bars and restaurants as well as emails from NYPD officers to determine whether the complaints were handled correctly, the report said.

Caban’s alleged involvement with the institutions reportedly only began when his brother was first deputy police commissioner under then-New York City Police Commissioner Keechant Sewell, who resigned in July 2023.

The report said he allegedly offered his services to police officers assigned to concerts in Manhattan and used his influence to lobby the police department, where his brother was set to take over as police chief.

According to public records, James Caban joined the NYPD in 1989 before a series of complaints and allegations ultimately led to his resignation in January 2001.

He faces substantiated allegations that he used excessive force and abused his authority on two separate occasions in 1996.

He nevertheless rose to the rank of sergeant before being discharged from the service in 2001 for wrongfully arresting and threatening a taxi driver whom he suspected of stealing money from his wife’s purse, City & State New York reported.

Caban later bought an apartment building in the Bronx before being named to the city’s worst landlords list in August 2013, the newspaper said.

A few months later, he served 30 days in jail for failing to make hundreds of necessary repairs to his Commonwealth Avenue building, The Real Deal reported.

The housing court judge said at the time that Caban had ignored every request from the city to fix more than 300 public property violations, and that the city had already spent $115,000 to fix other pressing problems.

According to the New York Daily News, Caban claimed he did not have enough money to repair the building.

Fox News Digital has contacted Edward Caban, Eric Adams’ office, TAO Hospitality Group and Creatures at Selina Rooftop in Chelsea but has not yet received a response.

A DCPI spokesperson told Fox News Digital: “The Department is aware of an investigation by the U.S. Attorney’s Office for the Southern District of New York involving members of the armed forces. The Department is cooperating fully with the investigation.”
